Most smokers support a ban in hospital grounds and at outdoor areas where children are present, Cancer Council Victoria research shows.
Several councils have smoking bans in playgrounds and outside recreation centres, but not alfresco dining areas.
The Municipal Association of Victoria and health groups said a smoking ban for outdoor dining would work only if there was a statewide ban.
Almost 70 per cent of adults support such a ban, according to the 2011 Attitudes to Smoking in Outdoor Areas report.
